Arrests Carried Out in Relation to Supersized Unauthorized Rubbish Dump

A pair of individuals have been detained as an element of an investigation into the tipping of thousands of metric tons of waste in a rural field in Oxfordshire, England.

Authorities reported that a 69-year-old was arrested at a dwelling in the town of Andover, while a man in his fifties was detained in the town of Slough in relation with the enormous mound of waste tipped near Kidlington, Oxfordshire.

These apprehensions follow a prior revelation which exposed the presence of over 500 illegal dumps in England, encompassing at least 11 so-called "super sites" larger than 20,000 tons.

A official for the regulatory body stated that the apprehensions were for environmental and financial offences and represented a "vital step" in active probes. Both men have been set free on conditional release.

Scale of the Situation

The dump in near Kidlington, located between the River Cherwell and the A34, is thought to house around 21,000 tonnes of rubbish in a mound which is up to 150m (490ft) lengthwise and 6m (20ft) high.

This heap of garbage is made up of what seems to be processed household waste, shredded plastics, polystyrene, tyres and assorted everyday objects.

It constitutes just a single of 517 illegal dumps throughout England, at least 11 of which contain in excess of 20,000 metric tons of rubbish. These encompass a 280,000-tonne location in Cheshire, two 50,000-tonne locations in Lancashire and Cornwall and a 36,000-tonne site in Kent.

The overall figure of such major locations is expected to be higher, as the environmental agency has in the past acknowledged it does not hold data on weight for all unauthorized tip.

A large proportion of such locations are in agricultural areas, often out of sight, and on land that is intended to be farm ground.

Criminal Enterprise

Authorities say a significant number are run by organised crime gangs, who are earning cash by asking for much less than legitimate operators to receive and dispose of rubbish.

Firms have to pay disposal fees to use lawful disposal sites, based on the amount and category of material they are trying to get rid of, and a disposal levy is also levied at just over £126 per metric ton.

Public Frustration

Preparation efforts to clean up the Kidlington area site began in recent weeks amid concerns over the threat of combustion and the effect that would have on the close-by A-road.

A commercial waste removal firm has been given the task to handle the area over the following 12 months at a cost of £9.6m.

An enforcement official for the national environment division stated that the authority would be looking to recoup the clean-up funds under confiscation legislation from any party ultimately prosecuted at the termination of its ongoing inquiry.

She added that the recent apprehensions would help "move the probe forward" and enable authorities to "pursue more lines of inquiry to understand exactly what happened and who was involved".

"The unauthorized tip at this location was an appalling and calculated attack on our ecology and officials empathize with the community's anger at this terrible offence," she remarked.

A government official welcomed the actions, stating: "This illegal deposit of garbage at Kidlington is utterly appalling and has led to significant damage to the ecology and anguish to the local residents.

"Our authorities is dedicated to eradicating this category of illegal activity in the UK, by boosting resources to address environmental crime, hiring more staff and implementing stricter checks and penalties for those who break the rules."

The apprehensions were carried out on Thursday by agents from a regional organised crime team and come after an prior apprehension of a 39-year-old from the Guildford area region in November. He was set free pending more investigations.
